Problem

We've started with some basic issue labels, "Type: Bug" and "Type: Feature", but we envision needing more. It's currently a PITA to manage labels across all the different repos, and hard to keep them in sync as new repos are added.

Solution

Add a tool that automates the management of labels within titan repositories.

Alternatives

Edit labels by hand.
