Formable tag for Ayleid empire

Nations must:
Own central and southwest Tamriel
Worship a Daedric religion and have at least 80% religious unity
Be in an elven culture group

Effects:
Changes tag to "Ayleid Empire"
Changes capital to White Gold Tower
