neo4j connection failure in graph_based_prefiltering notebook

getting this error - please help

surprisingly the same connection params work inside Google Colab - https://colab.research.google.com/github/tomasonjo/blogs/blob/master/llm/graph_based_prefiltering.ipynb
but not from local running notebook.
Also same connecton params work fine in Neo4j Desktop as a remote connection.
