There is no ligature for the not equal operator (~=) in Lua.

Removed in #381. Could be added back as a stylistic set, thanks for reporting!

As a side note the most recent version of Cascadia removes the top / bottom stacking version of the ligature in favor of a more standard side by side version. Figured that would give folks what they want without being hard to understand :)
