Footer in OR overlaps buttons

the footer should be static at the bottom of the page and the buttons bar (which is fixed right now) should float and stick above the footer when you scroll down enough - so sticky position. This is strictly related to the uni-nav integration for the OR, not uni-nav related. We'll need to go into OR to fix this.
