Bug: Draft Time Record modal is editable when you are both mgr and worker.

This is confusing UX behaviour.

When you are both the owner of an activity and someone submitting time to an activity, if your time record has been submitted, but changed to draft again, the manager view of the record in the modal window is editable.

This does not mean the record can be changed, but leads to confusion about where to edit the draft record. These fields should be display only.
