Participant page UI jumps around for tooltips

if you hover over the toggle translation button for example there is a noticeable jump on the screen

I tried this on several different pages. After a few tries it appears that the tooltip box appears briefly in an incorrect spot. Making as low priority.

Probably related to angular-ui/bootstrap#4443 It looks like this might have been fixed in a newer version of angular-ui. However upgrading isn't a trivial task since they added a directive prefix for all angular tags.
