In Flagstaff, AZ, the two operators don't appear in the dropdown menu

There are two operators in Flagstaff, AZ, but only one of them shows in the dropdown menu associated with "Style routes by".

Steps to reproduce:

1. Go to Flagstaff, AZ, in Mobility Explorer
2. Click "Show Routes"
3. Under "Style routes by", click "Operator".
4. Notice that only "1 operator" appears in the dropdown. The two operators are Amtrak and Mountain Line.

However! You can resolve this by simply panning the map. All of a sudden, the dropdown menu changes to "2 operators" and the second operator appears as a menu item.
