Cutouts replace all items in a path to the road to set it to concrete, but this extends far into the road (instead of just the 3 sidewalk blocks). This causes the decay blocks to be overwritten with stone, essentially removing decay from that section of road. This is most evident when you have a couple of large cutouts as seen here:
A 4 block depth into the road is fine for a max as we do not have anything to be removed further in than that (the deepest in that would need to be replaced is 4 blocks into the road: sewer drains)
