dind.Dockerfile does not correctly retrieve DOCKER_COMPOSE_URL

This line no longer retrieves the correct url (resolves to https://github.com instead). To replicate, clone and run make rapids.build in a clean environment.

I was able to get the path working, but it doesn't repair the issue I'm having with rapids-compose this morning:
