With the 3.0 release, it is suggested to use the Twitter's typeahead.js.

Will the old version of this typeahead plugin be maintained inside or outside of the Bootstrap project?

The old typeahead javascript component of the 2.* release is small, clean and handy for many use cases. It is also a very lightweight component for simple use cases which are probably more often needed then the complex ones (that would require advanced features like prefetching, full template support, etc.)

No, not officially anyway; that would defeat the point of removing it.
Third parties are of course free to try to extract the component and maintain it themselves, independently.
The old typeahead was kinda buggy though (search the issues archive and you'll find the reports), which is part of the reason it was abandoned.
Depending on your needs, you might be interested in Select2.
