Relationship to ce3.g8

Do we need both? Are there any ideas that should come from one to the other? /cc @kubukoz

My understanding was that ce3.g8 is for CE-based applications, typelevel.g8 is for (OSS) libs.

Well, I've used this template for libraries, and I'm too old to write apps anymore, so that makes sense! There should probably be some cross-promotion and explanation in the readmes now that we have both.
