Mining levels not working with Silent Gear's tools. #61

Minecraft 12.2
Forge version:14.23.5.2825
Tool Progression version: 1.12.2-1.6.6
Silent Gear version: 1.12.2-0.6.3+70

Issue: When tool progression is installed, Silent Gear tools don't seem to be able to "recall" their tool type and harvest level. This makes many blocks unbreakable.

Here is an example of a Silent Gear tool with its stats:

Here is what you see when you try to use that diamond level tool on a basic vanilla hopper, which is should be able to harvest:

Disabling Tool Progression makes Silent Gear tools behave as expected.
When asked about it, SilentChaos512 said "The dummy material for tools in 1.12.2 is harvest level 1. Mods shouldn't be checking the tool material for harvest level, but some still do. That might be the reason. As far as I can tell, I have overridden everything related to harvest levels."

Let me know anything I can do to assist troubleshooting this problem since I'm really enjoying working with both mods!

I tried to reproduce this, but it works with the most recent version of SilentGear for me:
SilentGear:1.12.2:0.6.7+76
SilentLib:1.12.2:3.0.13+167

Have you tried using the most recent version of silent gear and still have the issue?
