Would it be possible to add more information on the capabilities difference between uBOL and UBO ?
Does uBOL in complete mode with full permission is similar to uBO ?

No it's not the same thing. header= in uBO is a condition to test to further decide whether the filter applies or not. The issue you link to is a filter to modify specific filter headers.

Sure, the main point is to point out that the webRequest API allows stuff which the DNR API doesn't.
