I find the read aloud feature useful, I tried to enable it's flags but did not see the option yet.

Do I need any other flags or modifications to enable it?

the feature communicates externally to the browser the url address of the page to be turned into audio. in addition, since v122 the audio data can be retrieved from the internet. It is also disabled by default in incognito browsing.
So, is not something suitable for cromite.
