Events Checkin Capacity and Registration capacity overrides

-We currently don't have a field in events for checkin capacity.
-Add one to have same functionality as registration capacity.
-Add option in registration/create to override capacities just in case we need it (but still have some sanity check like making sure count is less than 500)
