So, is there a protocol spec. for other ringpop? As in, if somebody wanted to implement ringpop for e.g. Go, how would they go about doing that?

There is no spec since there has been no need for cross pollination of rings across platforms. It's all been Node.js thus far. Eventually there'll be a Thrift schema, which resembles a specification, but not sufficient. It's a great idea to formally describe the ringpop protocol! And it's been fun doing so for the Thrift schema. I'll add this to the README/docs soon.
