bluefin-framework doesn't ship with bluefin specific just commands

As was in the process of renaming the just file to the new 60-custom.just one i've come across another problem. Since we build bluefin images out of framework, we overwrite the custom.just file with the framework one. So it would not have access to bluefin specific commands, for example just devmode-on

It should merge with bluefin's custom.just commands.

@castrojo any ideas?
