Add build config to the dashboard to verify the autotools build

The following link explained how to automatically generate a dashboard submission based
only on autotools.

It could provide a nightly screenshot of the autotools build to monitor the two way
to build the lib.

So basically in order to avoid using cmake, we simply require to install autotools,
autoreconf, m4 and ctest...which installs cmake. right ?

cmake is now the only way to build openjpeg so won't fix
