Update Primary Sector field to Data Hub reference data (Investment Projects -> Primary sector) #60

The reference data for the field; “Primary sector” within the Enquiry Management Tool needs to be corrected to hold Sector Level 1, 2 & 3 reference data. Currently, it holds Sector Level 1 reference data.

However, the values between between great.gov.uk and Data Hub are inconsistent, for example:

great.gov.uk holds the value; “Advanced manufacturing” whilst Data Hub holds the value “Advanced Engineering”

The reference data currently within the field "Primary sector" was obtained from Data Workspace on 28/01/20 dit-sector-22.8 which no longer exists - assumed due to sector 1, 2 & 3 being uploaded to Data Workspace

Therefore, when an enquiry comes in from great.gov.uk, if the value does not exist within the Enquiry Management Tool, we set the default value of "----" which then requires the user to modify later on.

However, when sending the enquiry to Data Hub, this value must be exist on Data Hub and therefore, we must replace the "Primary sector" field on the Enquiry Management Tool to reflect the metadata on Data Hub for the field Primary sector (located within investment projects and field "Primary sector") so this does not cause any failures when sending enquiries from the Enquiry Management Tool to Data Hub

I've spoken to Michael and we've agreed the best outcome for users is to keep level 1 only, levels 2 & 3 can be added manually in Data Hub by those with the relevant knowledge to complete that
