Issues during install Cargo metadata failed. Do you have cargo in your PATH?

Hi, first of all, thanks for this great package!

Recently some users of my package simple-dwd-weatherforecast ran into issues regarding your package while installing the package: #1, #2

As far as I've seen, you are using a combination of python/rust for the code and some users experience errors that cargo is missing: Cargo metadata failed. Do you have cargo in your PATH?. I don't have much experience with the build wheels so currently without your help, I'm unable to understand what the reason for the issue is.

So this should be fixed in v0.0.98.

This info in a few other places, but to summarise here:

• We recently added some rust in order to speed up the ZipCrypto decryption
• This requires compilation, and so in this case requiring rust+cargo
• To avoid this compilation step for a few platforms, we pre-compiled the packages and included those in the release to PyPI
• But we didn't initially do this this for musl+arm7l, which I think is the libc+processor combination on Rasberry Pi
• So via the PRs Adds armv7l as wheel target #114, ci: fix release for arm7l #115 and ci: fix arm7l release by adding cargo #116 this is now done
