CI: Goreleaser doesn't populate release notes

It seems for some reason goreleaser isn't populating releases with the release notes.

E.g. v1.0.3

release: https://github.com/umee-network/umee/releases/tag/v1.0.3
action: https://github.com/umee-network/umee/runs/5232793201?check_suite_focus=true

Maybe we're not implementing the GH action correctly? Perhaps an old flag?
