Story

As a tX user I want to know about errors in manifest or toc or config files.

There's currently no way to pass these from the RC code thru to the user.

This just came up again where a user had the manifest field:
issued: 2019-04-22
rather than
issued: '2019-04-22'

This caused json.dumps(rc.as_dict()) to fail.
