As discussed in the design doc, we would like the ability to scan ICU4X binaries for the sets of data they need, and then use that information to build optimized data files.

This issue is to track the tool for scanning binary files for ResourceKey instances. Some questions need to be answered, like should we support both ELF and WASM?

This is a prerequisite for #948.
