SwitchRoot can't receive scoped styles for no reason?

Currently, SwitchRoot has two root elements. Only one is visible though and input is there just purely for form functionality.
This makes it impossible for SwitchRoot to receive scoped styles, while I don't think there is any reason why input should be on top level instead of in Primitive?

Is there actually a reason for this, or could this be adjusted? @zernonia
