Implement Mob Spawners & Brewing Stands

Mob spawner not working.
brewing Stand not working.

Steps to reproduce the issue

1. Place Mob spawner and Brewing Stand.
2. Try to use it!

OS and versions

• Altay: Altay 3.0.7+dev
• PHP: 7.2.8
• Server OS: Wondows 10
• Game version: Win10 (1.5.2)

• Test on a clean server without plugins: is the issue reproducible without any plugins loaded?
