Do not send alerts for reports older than x number of days.

We have a backlog of election related reports. We'd like to input them and approve them without sending embarrassingly old news to people in the field.

I'd like to be able to set a number of days on the Manage>alerts page that that the alert system will only look at when sending alerts. Please note that this should not be dependent on the date added, but on the specified date the incident happened.

This feature may have the added benefit of making the alerts system more efficient
