I went through the reports page (public) and tried to filter by Mombasa with a 20km radius and "all categories", it gave me zero reports. But 5 reports showed up. However, I know that on the map there are at least 18 reports right there.

This might be a bug with the pagination / page count - it thinks there are 0 reports so isn't letting you page to the rest of them.
