[BUG]China Internet Cannot Load JS and CSS external links

Describe the bug

The JS and CSS external links of some of the functions of Cyberpanel cannot be requested by the China Internet, resulting in the incomplete display of the interface and the use of functions.

To Reproduce
What steps did you take when the issue occurred?
1.Click on the "[Root File Manager]" tab.
2.Click on the "PHPMYAdmine".
