Use the repository pattern to create a repository for the Plugin File Resource. This will be used to refactor parts of the Plugin File service layer.

Definition of Done:

The Plugin File repository is implemented
The Plugin File service layer is refactored to make use of the Plugin File repository
All existing tests pass
The feature is merged into dev
