Update the OSCAL-deep-diff page with a DOI number

OSCAL-deep-diff's tool page should be updated with its NIST-assigned DOI number (https://doi.org/10.18434/mds2-2727) along with instructions on how to cite the project once it has been cataloged and reviewed.

Note that the above DOI number has not been published yet.

We need @nikitawootten-nist to potentially track down the MIDAS/NPS ERB request and determine who is the approver needed for the deep diff record. Iwill sync up with Nikita after went to look for his NPS record, as I forget if he was able to find it and track it down.

I sent an email to the reviewer but haven't heard a response from them yet. I'll be sure to follow up with them if I don't get a response by Wednesday.
