In the SDC (Structured Data Capture IG) this is considered an "SDC Form Filler" https://build.fhir.org/ig/HL7/sdc/CapabilityStatement-sdc-form-filler.html

Rename to "sdc_form_filler" ?

Don't use the SDC name per se, so we don't imply that we're meeting IG criteria. "questionnaire_filler"?

Prob want to change docker image name, so a break in deployments.
