Tool factory tooltips are not clear

Start with the selection requirements, since the user may wonder why an icon is disabled. In fact, we should change the tooltip for the disabled state:

"To create a XXXX tool, select YYYY."

The enabled state can then say:

"Create a XXXX tool.

The created tool will ZZZZ..."
