Finalize Jackson conversion

As described in #20741, some parts of the work to replace Elemental JSON with Jackson cannot be done without breaking changes. In particular, methods that now return an Elemental type cannot be updated with a Jackson return type without affecting bacwkards compatibility.

We should complete the work by updating the remaining methods for the next major release.
