Add support for deploying webjars of CVAL licensed elements

When the component is CVAL license it needs to be deployed to vaadin.com maven repo, that eventually is synchronised with central maven repos, but we cannot use webjars.org deployment tool nor namespace.

Notice that there are two builds, it's different for maven central and vaadin-prereleases
