Python Holidays 2023

Hi everyone! Happy 2024!

I'd like to take an opportunity to summarize the work that was done by our community in 2023.
And it's a lot of work even if I've missed something -- feel free to point out in the comments.

In 2023 the we put efforts toward better developers and CI/CD experience:

• automated routine update pull requests
• implemented OIDC publishing
• introduced and kept to a regular bi weekly release schedule
• migrated to Github merge queue
• migrated to pyproject.toml
• simplified dev/test/runtime dependencies

The codebase became better structured and more readable. We added multiple calendar and holiday group abstractions:

We welcomed 39 new supported entities:

• Northern Mariana Islands
• Panama
• Papua New Guinea
• Philippines

• US Minor Outlying Islands
• US Virgin Islands
• Vanuatu
• Vatican City

And improved holidays data for 100+ existing entities. Also there was a good amount of l10n work for 50+ different locales!

Other notable (more technical) improvements:

• abstracted out observed holidays
• added native holiday categories support
• implemented lazy loading
• introduced syntactic sugar add holiday methods
• narrowed down runtime external dependencies to a single python-dateutil package
• updated shields/badges for README page

And all of that was done without sacrificing our 100% test coverage!

I strongly believe that result of our work is highly appreciated by all PH users (about 6M downloads per month)!
