make "Public" visibility indicator more conspicuous

Val forks are public by default, and there've been several situations where I've forked a val to use privately, but forgot about that default public state for a good while before noticing.

I'd love it to be at least unlisted by default, but barring that, a brighter indicator would be cool, like the dropdown has
