Is your feature request related to a problem? Please describe.
As the amount of packages grows, the likelihood of a dependency clash increases.

Describe the solution you'd like
Allow package dependency specifications to be overridable from a parent package (e.g. service overrides skills/connections). The install commands need to be made aware of this new functionality when iterating through packages!
