Problem

The values are enumerated in the cue files (e.g., parse_apache_log and parse_nginx_log), but they aren't included in the reference docs. As a result, the ingress_upstreaminfo format for nginx is not publicly documented.

Missing documentation was added in #18477. However, the enum values in the cue files are still not used.
