SteamVR performance doesn't indicate dropped frames, call me crazy but I'm 99% sure this is from the stepping-up algorithm in the player movement. It might not be robust enough to handle moving slight amounts, and is causing the player's view to jump around some.
Maybe bring back the minimum move amount for translations of the body to match the head and add smoothing along the Y axis for the player's foot position.
