Autoscaler is deployed on the management cluster when an autoscaling-enabled cluster is created.
It crashes until the child cluster's api is reachable. Earlier it deploys, it crashes more. Even though this crash is the expected result, it is firing alerts.
Need to deploy the cluster autoscaler once the child cluster api is reachable.
