长内容悬浮提示当获取焦点时应持续展示

对于短小精悍的文本提示, 在失去焦点时, 理应伴随消失

但是对于卡片类的提示, 此时具有较多的信息, 这时应当在提示卡片获取焦点时, 持续展示

对应 Vuetify 中的 tooltip 和 menu 组件
