Merge postgres databases

At the moment the registrations wind up in a different database than last year. They really should be in a single DB.

To make merging easier, all registrations from the previous year(s) that have not given consent to receiving updates should be removed in this process.

Note that migrations will probably need to run again.
Ensure that backups/snapshopts exists prior to making any changes.
