Remove migration

It'd be great to be able to remove migrations! For example:

rethinkdb-migrate create seed
# Oh wait, I actually don't want that...
rethinkdb-migrate remove seed

Hi @mxstbr, thanks for your suggestion. I'll add it to 1.1 milestone. Whenever I have the time, I'll implement this.

When you say create a migration you don't refer to the 'down' argument but rather to simply delete the file you created?
