Is this a BUG REPORT or FEATURE REQUEST?: feature request

What happened: As far as I know currently HPA is only defineable inside a Function object.

What you expected to happen: Be able to define default HPA template in configmap, like doing it with a deployment.

How to reproduce it (as minimally and precisely as possible):
