Load Balancer code needs to be made Idempotent

The current two load balancer modules in master and devel are not idempotent. There is no delete operations, vips can't be changed, etc.
Long term we need to enhance the code to operate in an idempotent way or build a separate, new, LB Module with idempotency built in
