salt-api eauth retrun "503 Service Unavailable Salt Master is not available"

Hi,

When I use transport: raet, salt-api eauth failed with this response message：

503 Service Unavailable
Salt Master is not available

But salt-api work fine under tcp or zeromq transport.

I have open an issue under salt ：saltstack/salt#38702

It seemed that there was no feedback about this issue.

Hope someone could help.
