Updated to terraform 0.13 to support automatic installation of Third-Party Providers

Terraform version 0.13 and higher provides the support for automatic installation of Third-Party Providers. This way the building of the provider using GO is optional and therefore easier to use the VRA7 provider.

This pull request contains updates in the documentation and the provided examples.
