Locally store artpacks in web filesystem, save defaults #1

Currently the user has to add their preferred packs every time they reload the page. Could be nice to locally cache the packs, possibly using:

http://www.w3.org/TR/file-system-api/

and remember the pack ordering, so it is saved across page reloads
