Loglevel is not configureable anymore #140

the v1 version of the application had support to configure the loglevel: https://github.com/voxpupuli/puppet_webhook/blob/master/docs/LEGACY.md

this option is gone since 2.0.0: https://github.com/voxpupuli/puppet_webhook/search?q=loglevel&unscoped_q=loglevel

the Sinatra/Rack default level is warning, so many of the info messages in the code aren't logged to the journal.
